LOS ANGELES — After breaking a new handling record of 10.7 million shipping containers in 2021, the Port of Los Angeles is embarking on several improvements to ensure its continued success.

Seroka intends to leverage unprecedented state and federal funding commitments for the upgrades. The Port of Los Angeles is expecting a big chunk of the $17 billion allocated to ports under the $1 trillion bipartisan infrastructure bill President Biden signed last November. It will also benefit from California Governor Gavin Newsom’s $2.3 billion earmarked for ports and the supply chain system in the state’s draft budget he released last week.

About half of the funding the governor earmarked for ports and supply chain in his 2022-23 California budget is earmarked for improvements to the ports of Los Angeles and Long Beach, which together handle 40% of the country’s imports. country. Much of the rest is for zero-emission vehicles and workforce training, including $110 million for the Port of Los Angeles Goods Movement Training Campus, the first training center of this type in the country.

The training center will focus on developing worker skills, as well as upskilling and reskilling workers, so they can adapt to the changing needs of the shipping industry. The center will also train workers in green technologies and zero emissions.

As part of the Clean Air Action Plan, the port announced in 2017 that 100% of the 12,000 trucks operating there must be zero-emissions by 2035. The port is currently testing 107 zero-emission vehicles and has 27 more units of emissions” in service. Seroka expects that number to grow to 200 over the next 18 months as half a dozen manufacturers roll out clean trucks in and around the port.

Beginning in April, the Port of Los Angeles will begin implementing a clean truck levy that will charge diesel truck operators for use of the facility and channel profits toward zero-emission trucks. The program is estimated to bring in $130 million in its first three years.

The port is also modernizing in other ways. On Thursday, Seroka announced that a one-of-a-kind cyber defense system is now operational at the port. Developed with IBM, the Cyber ​​Resilience Center is an early warning and information sharing system for port users.

“The CRC Hub allows users to analyze and share cyber threat indicators and defensive measures to protect their systems,” Seroka said. “Now more than ever, we need to protect our digital systems against cyberattacks.”

The Port of Los Angeles is currently the only port in the country to use a digital data system that provides real-time shipping information to cargo owners and service providers so they can better manage their operations, for example by giving priority to seasonal freight before those less sensitive to the time factor. goods.

While the Port of Los Angeles leads the nation in digitization, Seroka said, “It takes more than one port in the United States to unlock the power of digitization. All major US ports must be connected and interoperable,” like the national power grid and the global air traffic control system. “We need to have it in our national port logistics network to identify and resolve supply chain issues as they arise.”

This year, the port plans to work with the Biden administration on a national port data system to help “untangle the complexities of the global supply chain,” Seroka said. “Shared data makes us all more competitive, and we owe it to our country to make that possible.”
